OpenPNT timing and SDR agent

READ-ONLY PROBE

The agent runs on each timing or radio host, wraps the supplied linuxptp utilities, inventories PHCs and daemon state, invokes uhd_find_devices and uhd_usrp_probe when available, and posts normalized clock relationships to OpenPNT.
